Price War Raging Among Online Bookstores 
 
Director Kang Chul of Interpark said, "It has become harder to get books as most online book stores are forced to obtain books though their affiliates illegally."
The price war among online discount bookstores reportedly is getting out of hand, with some bookstores offering as much as 40% discounts, which is believed to be their break-even point. 

In fact, starting with Interpark last month, the discount rate offered by online bookstores increased from the 30% range to the 40% range. 

It is reported that Wowbook will soon offer a 50% discount on all its books except for imported books, from Tuesday, for the first time among domestic bookstores. 

"We felt that we needed to do something as online bookstores are no longer complying with the agreed discount rate of 10%, which they set with the Korea Publishers' Association,¡± said Joo Se-hoon, Wowbook's marketing manager.

Most online book stores such as Yes24 and Aladdin began offering 20% to 30% discounts, and offline book stores such as Kyobo and Youngpeung countered their moves by offering 10% discounts on books purchased through their online web sites. 

Interpark, which began offering a 40% discount on bestsellers from last March is continuing to offer high discount rates. 

As the price war is reaching absurd levels, publishers are joining hands to promote and encourage bookstores to sell books at their cover prices. 

Some publishers have stopped supplying books to online bookstores as a defensive measure. 

Director Kang Chul of Interpark said, "It has become harder to get books as most online book stores are forced to obtain books though their affiliates illegally."

According to a report in thestar.com, local universities are capable of accepting a total of 38,000 new students this year. However, only 30,000 applicants have been offered places. The reason given by the Education Ministry is that there are simply not enough qualified bumiputras to maintain the 55 percent level of enrollment mandated by the much-debated quota system.
The recent announcement of local university applications results has left me saddened and angry.

According to a report in thestar.com, local universities are capable of accepting a total of 38,000 new students this year. However, only 30,000 applicants have been offered places. The reason given by the Education Ministry is that there are simply not enough qualified bumiputras to maintain the 55 percent level of enrollment mandated by the much-debated quota system. Rather than fill all available spaces, the government has chosen to reduce total enrollment by 8,000 students in order to meet the quota requirements. 

Even the staunchest supporters of the quota system will agree that the decision to cut enrollment is a terrible mistake. Let us imagine an analogy to the situation: 

Imagine that there is a country whose population is starving. The country has a limited amount of food to distribute. In this country there are two groups: one is generally hungrier than the other. The government decides to implement a policy of giving more food to the hungrier community. Although the policy causes some of the better-fed people to suffer greatly, the system is tolerated because it is assumed to serve a greater good. 

Now let us imagine that the hungrier community lives far from the capital city, and the government has no way of getting the food to them. In this case the obvious moral choice would be to give the food to the less-hungry people in the capital. Instead, the government chooses to maintain the quota system for food distribution, letting the undistributed food rot and waste. As a result many people starve to death unnecessarily, leaving the country with fewer healthy people to overcome its problems. 

I would like to think that no one will perish as a result of the ministry's decision not to fill the university system to capacity. However I believe that as a developing country, Malaysia should value education as much as a famine-stricken nation would value the supply of food.

To those who believe that the quota system is justified and necessary, I ask you this: What does the bumiputra population gain by cutting the university intake? The answer is simple: Nothing. Not one ounce of good. There isn't any pride in saying that 55 percent of students are bumiputra when, after all the special opportunities have been granted, not enough bumiputra students qualify for the number of spaces allocated. 
  
The supporters and opponents of policies such as the university quota system can debate each other until the buffaloes come home, but no one can deny that on this day we have inexplicably shattered a great many dreams, squandered a great many opportunities, and set a terrible precedent for the future.

And what does the country as a whole lose from this decision? I think the answer is again obvious. We lose 8,000 much-needed doctors, engineers, social scientists and teachers; people who could individually and collectively make a huge contribution to the future of our great country. 

Education, particularly for a young developing country such as ours, is the single most valuable resource we can exploit. For the past two years I have had the great fortune of attending one of world's finest universities. Yet nothing that I will ever contribute to the country that I call home will come close to what those 8,000 lost opportunities could have produced. The supporters and opponents of policies such as the university quota system can debate each other until the buffaloes come home, but no one can deny that on this day we have inexplicably shattered a great many dreams, squandered a great many opportunities, and set a terrible precedent for the future.

 Iran has concluded a 100-million-dollar agreement with China for the construction of a subway linking Hashtegerd (west of Tehran) to Karaj and Tehran, a press report said on Thursday.y The economic daily Abrar-e Eqtessadi quoted Housing and Urban Development Minister Ali Abdolali-Zadeh as saying that China had committed itself to construct the subway in four years. He also said that Iran has offered a tender for a project linking Andisheh, a small town in western Tehran, to the capital. He added that talks are underway with companies from Russia, South Korea and China. During the five-day visit in June of President Seyed Mohammad Khatami to Beijing, the Chinese agreed to finance and provide equipment for a 500 million-dollar extension of the Tehran subway. 

Tehran, with a population of over 10 million, has finally secured Chinese financing for the project. Tehran's first subway was inaugurated in February in the presence of Chinese Foreign Minister Tang Jiaxuan. Last October Iran signed a contract with a Chinese company to transfer its rolling stock manufacturing technology to the country. The 3.4-million-dollar contract which provides for the transfer of Chinese technology to manufacture locomotives, wagons and all other railway vehicles is intended to benefit the second phase of construction of the Tehran subway. The Chinese side, according to the contract, is to provide Iran with all necessary equipment.

Last year, Eagon Industry recorded W218.3 billion in sales and Eagon Changho Systems W56.2 billion. Exports account for 30-40% of sales for factories in Korea. When asked about his management philosophy, Park replied that management that places most value on human is most important. Also, a CEO has to win the trust of and respect from his company's employees.

Calls and letters of appeal to various education ministry officials were unsuccessful - again, no reasons given. Back in 1982, there was very little a poor Indian boy from a dirtwater kampung could do, faced with such a situation - the people in power, in or out of the government then, had little time to deal with such issues.
I am writing this letter firstly to express my empathy for the SPM top scorers recently who failed to secure places in local universities. It is even more painful to note that the situation has not changed at all from the early 1980s. But more importantly, I want to send a message of encouragement to the folks who may feel thoroughly depressed over their misfortunes, be it child or parent. 

I scored 8As in my SPM examination in 1981, topping the district's honour list. I was one of the few candidates nationwide, who secured such results, and coming from a rural school, too. Words could not have expressed how my parents felt. My dad, a land office clerk, retired now, had been in the civil service for almost 31 years when I received my results. My mum was cook, mentor and tutor for her three children. 

In addition, I was a school prefect, captain of several societies and represented the school/district in athletics, volleyball and badminton. I was part of the inter-school sports' quiz team that came first nationwide in consecutive years when we took part. I was also a math olympian in 1980 and 1981. My 'kampung school' basked in national limelight. Naturally, coming from a modest family background, I felt very proud to have achieved so much.

I never had the support of tuition nor the benefit of extra coaching - my family just could not afford such luxuries. My brothers and I depended on hand-me-down books and clothes from relatives. During the school holidays, we worked as construction labourers to earn the pocket money for the next term. Yet, I felt no bitterness nor despair - it made me all the more determined to succeed in life.

My father, being a man of few words, said, what I believe, the wisest words ever uttered to me:

"Son, I have educated you to the best level that I can afford. If you choose to work now, you will live the exact life that I am leading. Or you can choose to study further, and maybe get out of this rut. If you choose to study, you will have to find your own means as I have two other children to see through till Form Five. You decide."

Wrong. Till this day, I don't know why I was rejected. Calls and letters of appeal to various education ministry officials were unsuccessful - again, no reasons given. Back in 1982, there was very little a poor Indian boy from a dirtwater kampung could do, faced with such a situation - the people in power, in or out of the government then, had little time to deal with such issues. Then the despair really hit me. I thought of continuing with my temporary job as a waiter at KFC in Sungei Wang Plaza in KL. 

But my father, being a man of few words, said, what I believe, the wisest words ever uttered to me: "Son, I have educated you to the best level that I can afford. If you choose to work now, you will live the exact life that I am leading. Or you can choose to study further, and maybe get out of this rut. If you choose to study, you will have to find your own means as I have two other children to see through till Form Five. You decide." 

Through perseverance, I got an Asean scholarship and from then on, life took many turns for the better. No, I did not become an engineer. Almost 16 years after the conversation with my Dad, I became a partner in the largest accounting firm in the world - I believe, a much better lifestyle than that of a waiter. 

In life, barring the fortunate silver-spooned few, success comes to those who really try, even if at 17 or 18, all appears lost when you receive a letter that starts with the words, "Dukacita dimaklumkan..." 

Oh yes, my younger brother, who used to assist me with the contract labour work in the 1970s, now runs his own law firm.

US Press Freedom Group Names Putin As Enemy of Press for 2001
 
Since the early days of his presidency Russia¡Çs reticent leader with dark KGB past Vladimir Putin has never really expressed any special fondness for mass media. And on May 3 the US-based Committee to Protect Journalist (CPJ), an international organization for defence of freedom of press in the world, issued a statement, which may as well shatter last thin hopes for presidential respect towards mass media forever. 
Especially, since it is no secret that Russian president is very touchy and does not like to be criticized. 

On Thursday, the Committee to Protect Journalist named the Ten Worst Enemies of the Press for 2001, ¡Èfocusing attention on individual political leaders responsible for the world¡Çs worst abuses against the media¡É, and Vladimir Putin happened to be one of them. 

Another human rights media watchdog Reporters Without Borders issued a list of 30 names of state leaders, responsible for oppressing media freedoms, and, naturally, Vladimir Putin¡Çs name is on that list as well. 

According to the executive director for the Committee to Protect Journalists Ann K. Cooper, the Russian president was recognized an enemy of free press for actions aimed at imposing centralized control over the mass media, suppression of criticism and elimination of independent press. 

¡ÈSince taking office last year, Vladimir Putin has presided over an alarming assault on press freedom in Russia. The Kremlin imposed censorship in Chechnya, orchestrated legal harassment against private media outlets, and granted sweeping powers of surveillance to the security services. Despite Putin's professed goal of imposing the rule of law, numerous violent attacks on journalists have been carried out with impunity across Russia. In an ominous and dramatic move this April, the Kremlin-controlled Gazprom corporation took over NTV, the country's only independent national television network. Within days, the Gazprom coup had shut down a prominent Moscow daily and ousted the journalists in charge of the country's most prestigious newsweekly. Despite Gazprom's insistence that the changes were strictly business, the main beneficiary was Putin himself, whose primary critics have now been silenced,¡É the CPJ statement reads. 

It is worth noting that even though Vladimir Putin¡Çs name was included in the list of the worst enemies of media freedoms for the first time, nevertheless, he won the honorable fifth place therein. And here is how the list looks:

1. Ayatollah Ali Khamenei, Supreme Leader of the Islamic Republic of Iran. 

2. Charles Taylor, President of Liberia. 

3. Jiang Zemin, President of The People's Republic of China. 

4. Robert Mugabe, President of Zimbabwe. 

5. Vladimir Putin, President of Russia. 

6. Carlos Casta§ão, Leader of The United Self Defense Forces of Colombia (AUC). 

7. Leonid Kuchma, President of Ukraine. 

8. Fidel Castro, President of Cuba. 

9. Zine al-Abdine Ben Ali, President of Tunisia. 

10. Mahathir Mohamad, Prime Minister of Malaysia. 

Ukraine¡Çs Leonid Kuchma is the only European leader listed as the worst enemy of press for the second year in a row, whereas Belarus¡Ç Lukashenko escaped the ¡Æhonour¡Ç since he had successfully done away with disobedient media outlets since long ago. But then, Reporters Without Borders included his name in their list of media enemies. 

Naturally the true reason why Putin¡Çs name emerged on the list of the Worst Enemies of Press is the scandal surrounding recent dismantling of Vladimir Gusinsky¡Çs media empire, first and foremost, the story of NTV takeover. 

In a special open letter to the president of Russia, published on April 30, 2001 on CPJ official web-site, CPJ¡Çs executive director Ann K.Cooper claims that state takeover of news outlets threatened freedom of press in Russia. 

¡ÈThe Committee to Protect Journalists (CPJ) ¡Ä is deeply concerned about the takeover by Gazprom-Media of news outlets previously owned by the Media-Most company. Gazprom-Media is a subsidiary of Gazprom, a state-run gas monopoly,¡É the letter reads. 

US State Department, too, issued several alarmed statements concerning the situation surrounding Media-Most.

SGIF Head Says No Guarantee for Hynix Bonds
 
The struggle among creditors of cast-strapped Hynix Semiconductors over a bailout package became more heated Monday as the Seoul Guarantee Insurance Fund (SGIF) reiterated that it will not provide guarantees to new Hynix bonds to be purchased by the firm's investment trust creditors. 


Speaking to reporters, president Park Hae-chun of SGIF said Monday that his organization is no longer able to provide guarantees for new corporate bonds under the terms of the memorandum of understanding the institution signed with the government. Park went on to say that his company sent an official letter to the Hynix creditor group refusing their request to provide payment guarantees for the issue of new Hynix bonds needed to help the firm overcome a serious liquidity crunch. 

Last week credit banks had tentatively agreed to the rescue move for Hynix on condition that investment trust sector creditors share in the refinancing of debt.

On Monday, the company's creditors had put on the table a new plan that had the investment trust sector creditors purchasing over W680 billion in new Hynix corporate bonds, with SGIF providing guarantees for W600 billion of the total. 

Korea Exchange Bank (KEB), Hynix's largest creditor, had planned to meet with investment trust creditors to discuss the move, but KEB reportedly cancelled the meeting after receiving the official letter from the SGIF. 
 

A high-ranking official at Korea Investment Trust and Management affirmed that his firm would not purchase "a single won in new Hynix bonds unless there is a guarantee from the SGIF."

Gaddafi to Meet with Putin
 
It was obvious that it would happen sooner or later. Having visited two of the prime pariahs amongst world leaders, Kim Chong Il and Fidel Castro, Putin's meeting with the third was only a question of time. As before the meetings with the aforementioned, the date has not yet been confirmed, but The Russian Ministry of Foreign Affaires has officially announced that Colonel Muammar Gaddafi is to visit Russia soon.


The main result of Foreign Minister Igor Ivanov¡Çs trip to Libya was an agreement for the leader of the Libyan revolution Muammar Qadafi to visit Moscow. The exact dates of Qadafi¡Çs visit have yet to be confirmed but as is the norm, diplomatic sources should announce the dates soon. It is expected that a Russian ? Libyan cooperation agreement will be signed when the leaders of the two countries meet in Moscow. Experts from both countries are currently working on the various aspects of the agreement, a process which usually takes from one to three months. 

Thus it is expected that Colonel Gaddafi will pay Colonel Putin a visit sometime before the end of August. 

The Libyan leader kindly accepted the invitation to visit Russia carried by Igor Ivanov and in his turn handed him an invitation for the President of Russia to visit Tripoli. 

Relations between Libya and Russia have stagnated since the early 90¡Çs but have recently been revived, helped by the partial lifting of the UN sanctions, imposed on Libya following the terrorist bombing of a TWA airliner in 1992, and the change of presidents in Russia. 

Vladimir Putin has actively nurtured relations with nations that the USA classifies as ¡Ærogue states¡Ç and has already visited North Korea and Cuba. 

The revival of relations between the two countries could lead to Libya again being brought into the sphere of Russia¡Çs foreign political interests. But this time the interests are purely pragmatic. The issues of prime concern to Russia are Libya¡Çs debts and military cooperation. Following the years of isolation, much of Libya¡Çs military hardware has become obsolete and Russia is by no means against upgrading it.

The trade turnover between the two states currently amounts to a negligible $155 million a year, though the Russian military-military complex is obviously hoping that this figure will rise substantially and in their favour. 

Gleb Klebyanov, the vice PM in charge of issues concerning Russia¡Çs military-industrial complex, has visited Libya twice in the past year and a half and according to some reports has already signed contracts with Gaddafi worth some $100 million dollars for the upgrading of Soviet made military hardware. 

The Libyan leadership is reportedly no less interested in new Russian military hardware, especially anti-missile systems and aircraft.

Other perspective projects include the reconstruction of the atomic research centre in Tadzhura, originally built with Soviet cooperation and the construction of a 150-kilometre gas pipeline between Homs and Tripoli. 

In all, Moscow hopes to earn between 2.5 and 3 billion dollars from Libya. 

Business is business but Putin¡Æs meeting with Gaddafi is bound to provoke a barrage of criticism from the West about the Russian president¡Çs choice of new friends. However, Putin is used to this already. In his message to Gaddafi Putin wrote that ties between the two countries should be "consistent with the realities of today's stage of development and the needs of the two countries and consolidate regional and international stability."
